In lieu of an abstract, here is a brief excerpt of the content:I am delighted to have the opportunity to speak on a topic that is of interest to all of us, inasmuch as it pertains to our summer endeavor, Franciscan education. I will do so, however, from the perspective of Roger Bacon – the Doctor Mirabilis – a friar who held his Order's education system in contempt. His scathing attacks included equally strong words for the Augustinians, Carmelites and Dominicans, (...) whom he lumped together with the Franciscans and dismissed as the ordines puerorum. Although he was a Franciscan, let me assure you that Bacon did not intend the "order of young boys" to be an endearing description of his confreres – but more about this later.Bacon's sharpest attacks are found in his Compendium studii philosophiae, written around 1271-1272. For those of you who are not familiar with this English friar, let me sketch out his biography. In all seriousness, what we know of his provenance, education, and career is indeed sketchy. Depending on how we read selected autobiographical remarks, he was born around 1214 or 1220 and died around 1292. After studying in Oxford, he became one of the first masters to comment on Aristotle in the Faculty of Arts in Paris during the 1240s and subsequently returned to England. Whether it was there, or perhaps later in France that he entered the Minorite Order is uncertain, nevertheless we find him in the Franciscan habit in 1256 and living in Paris. It will be from the vantage point of Paris that Brother Bacon will argue for radical curricular reform and critique the prevailing mendicant educational system. Later, perhaps back in England after 1268, he continues his criticism until his death in 1292.As I begin, allow me a few moments to explain why I think Bacon's critique should not be ignored by Franciscans nor relegated to an obscure footnote by educators. To offer a critique of a position, belief, or view is something that is to be expected from those in colleges and universities who have been educated in what we call "critical thinking." However, as Michael Roth noted in The Chronicle of Higher Education, to critique is the beginning, not the end or goal of the process. His article, entitled "Beyond Critical Thinking," warns educators that many of our best students are considered intelligent because of their sharply-honed, acquired ability to take apart, unmask, or deconstruct the beliefs of others. Experts at exorcizing and banishing meaning from firmly held texts, they are likewise unable to find or construct meaning in their own lives from these sources which have inspired, formed, and challenged countless individuals through the centuries.Let me offer you an example from my own experience at Flagler College. I have taught everything from Introduction to the Old Testament to upper-level Contemporary Theological Thought. Over the years I have seen that taking a critical approach to the material is crucial, yet there is a corresponding need to assist students along the path toward wisdom through the integration of our academic critique within a coherent worldview. For any number of reasons it is an exhilarating, empowering, and I would say, even a liberating experience for some to learn that the Scriptures are problematic, and thereby open to various interpretations. This opens the door for some to challenge the authority their parents and pastors have wielded over them, while emboldening other students to challenge and even embarrass peers. For example, one of my students discovered that the King James Bible contained John 5:4 which many modern translations eliminated since scholars hold that it was something similar to a gloss. He subsequently challenged others by questioning how they could believe that God had an eternal claim on anyone when scholars were not even sure what parts of the Bible were legitimate, or even true. In lieu of an abstract, here is a brief excerpt of the content:This essay considers hagiography as a spatial-theological genre emerging, so to speak, from the crypts of Christian martyrs where liturgical celebrations commemorate their paradoxical witness to the Paschal mystery, whereby the faithful gain eternal life through temporal death. Later the virtues and miracles of holy men and women, such as ascetics, bishops, mystics and founders of religious communities, are recounted in vitae intended for liturgical offices and contemplative reflection. (...) The relics of these saints are a site for the construction of religious identity and a locus of pilgrimage, as the faithful gather in the churches where the bodily remains are located. Often miracle accounts, collected soon after the death of the saint, are accompanied by miracles at the tomb thereby initiating or furthering the process of veneration and canonization, whence the relics are subsequently transferred to a prominent place within the church, such as the area near the altar. Miracle stories are a constant in liturgical legends, and the vitae of Saint Francis are no exception.In the case of Francis of Assisi, canonization and construction are contemporaneous, since Thomas of Celano's official legend, the Life of Saint Francis, is presented during the initial building phase of the sepulcher basilica. The Paschal paradox of the miraculous, evident in the spatial localization of transcendent power, informs Celano's hagiographical account of miracles in his first text, as well as in the later Legend for Use in the Choir, the Remembrance of the Desire of the Soul, and the Treatise on Miracles. Bonaventure's subsequent conceptualization of Francis's dream body in the Journey of the Soul into God and literary reorganization of the miracle stories in the Major Life, and the absence of Francis's reliquary remains in the Minor Life, dislodges the miraculous from sepulchral stone and regional locales into textual space, which is located in a narrative history but freed from the spatial constraints of ecclesial edifices and geographical locations. As a result, the thaumaturgical founder of Celano's narratives, whose wonders in life and death find a spatial locus in Italy and, particularly, at the basilica tomb, is replaced by the stigmatized Francis. He is the central miracle of Bonaventure's narratives, and readily present anywhere – albeit mediated by the General Minister's own memory – in prayer. This essay posits that this "transitus" of Francis from miracle worker to abiding miracle, especially noticeable in Celano's Legend for Use in the Choir and Bonaventure's Minor Life, is best understood when the performative nature of liturgical legends in sacred space is recognized.1. Choir Legends, Sacred Space and Performative IdentityChoir legends are primarily conceived, composed, and received as spatial texts, ritually performed in a designated sacred space and season. Their ritual context is the Liturgy of the Hours, where believers enter into a dialogical exchange with the divine, grounded in the paradox of the Paschal mystery. Choir legends are unique witnesses to a particular communal image of a saint, whose life of virtue and miraculous deeds is recounted within the dynamics of liturgical prayer and the dominant cultic-cultural identity. Given their essential status within worship, these biographical texts assume a level of iconicity not shared by non-liturgical documents. Specifically intended for communal contemplation and not the promulgation of the saint's cult throughout the universal church, choir legends are similar to opaque windows opening inward on a secluded courtyard of those gathered to recount their family story. While the narrative is accessible to all those who gaze through the aperture and listen attentively, the locus of intent is within the religious community. When the community members – or at least influential leaders – no longer espouse this "prayed" likeness of their father or mother figure, a new image may be constructed, and the previous choir legend is supplanted or even suppressed by another legend that reflects the revised cultural-theological identity. The purpose of this paper is to discuss the role of financial practice in the development of mathematics as applied in human judgement. The basis of the paper is in historical research from the 1990s that argues that the monetisation of western commerce, which abstracted value into quantified price, was synthesised with scholastic analysis resulting in a “mathematical mechanistic world picture” that led to the widespread use of mathematics in science from the seventeenth century. An aspect of this process was (...) the quantification of chance that led to the development of mathematical probability, the branch of mathematics most relevant to judgement and the focus of this paper. Ideas from this historical research are related to the fundamental theorem of asset pricing, the foundational theory of contemporary financial mathematics. The paper observes that vestiges of medieval scholastic attitudes to financial ethics can be discerned in the FTAP, offering a novel interpretation of the mathematical theorem. The paper then considers the Dutch book argument, the most popular justification for subjective probability. The paper’s main contribution is in describing the significance of financial practice in validating the DBA and the paper explains how the FTAP addresses some criticisms of how the DBA represents beliefs. The conclusions emphasise the distinction between pure and practical reasoning and that this should be mirrored in a distinction between the mathematics of physica and practica. In lieu of an abstract, here is a brief excerpt of the content:IntroductionWhen I first came across Dieter Hattrup's analysis of the De reductione I noted that the professor from Paderborn was trying, step by step, to trace the authorship back to friars influenced by Roger Bacon – a reductio ad Baconem, if you will. Hattrup's argument that Roger Bacon was indirectly involved in the composition of the De reductione evoked the fleeting memory of a pop culture game created by (...) American college students in the 1990s called the "Six Degrees of Kevin Bacon," whereby the characters in any given film must be linked to a film with the Hollywood actor, Kevin Bacon, by comparing no more than six films. To mention the esteemed theologian in such a fleeting cultural context is not meant to trivialize his argument in any way; rather, the intent is to underscore, admittedly tongue in cheek, the intricacies of his argument against Bonaventurian authorship of the De reductione as outlined in the monograph Ekstatik der Geschichte: Die Entwicklung der christologischen Erkenntnistheorie Bonaventuras and the journal article, "Bonaventura zwischen Mystik und Mystifikation: Wer ist der Autor von De reductione?" While Hattrup hesitates to claim Bacon as the author of De reductione, he does develop a systematic study that eventually leads, step by step, association by association, back to Roger Bacon. This essay examines and disputes Hattrup's claim by analyzing the historical context of his argument, the chronology and sources in question, the theme of the fourfold light and scripture, and the relationship between the sciences and theology. The numerous questions raised will underscore the fragility of his argument. Subsequent essays will treat the contemporary theological implications as well as the literary-theological genre and academic occasion of Bonaventure's De reductione.Historical ContextBefore we examine Hattrup's argument against Bonaventure as the author of the De reductione, let us first evoke the historical situation he suggests as the possible origin of the text. In 1267, Bonaventure warns his Minorite confreres of the dangers inherent in the sciences in the Collations on the Ten Commandments, and then, once again in 1268 in the Collations on Gifts of the Holy Spirit. The brothers in Bacon's circle are concerned because they contend that the sciences must be cultivated and consequently compose the De reductione. Their intent is to demonstrate how the sciences are integral to theology, such that even natural philosophy contains the wisdom of God. Hattrup sees this text stemming from Bacon's circle as a conscious attempt to subvert Bonaventure's understanding of the relationship between faith and reason in favor of the sciences by utilizing some of the General Minister's own language as mirrored in the Journey of the Soul into God and Francis of Assisi's experience of God in the natural world. The resulting text of the De reductione, according to Hattrup, is an intentional mystification of Bonaventure's own mystical or ecstatic methodology.Hattrup suggests that the De reductione came to Bonaventure's attention in 1270, but he is preoccupied with affairs in the early 1270s and only returns later to address the dangers he recognizes in the De reductione in another collation series in May of 1273, the Collations on the Six Days, or Hexaëmeron. The General Minister warns of those who entered religious life as friends of the sciences, the "hospites scientiae." They must place limits on their efforts in these fields of inquiry and not promote them as essential to theological reflection, as posited by the De reductione, if they wish to remain faithful to the ascetical-mystical vision of the Minorite Order. Unable to finish the Hexaëmeron due to ecclesial obligations, Bonaventure died unexpectedly in July of 1274 at the Council of Lyon. The Communist Party USA's reputation for being in the forefront of the fight against African American oppression was forged in the 1930s as the result of the adoption of the Communist International's position that African Americans were an oppressed nationality. According to Marxist-Leninist doctrine, this entitled African Americans to the right to self-determination in that area of the country where they were a majority (the Black Belt South) and equal social and political rights throughout the country. The organizational internalization of (...) this position was accomplished through numerous articles in the Party's press, which were used as educational tools for the membership. The most sustained organizing work in the South occurred in Alabama with the organizing of the Share Croppers Union (SCU). A study of the Party and the SCU in Alabama during the 1930s helps demonstrate the significance of the self-determination position and its importance in shaping the work of the Party among African Americans. The world according to Hebrews reveals the living God. Entering this world requires readers to imagine the world in which they live as the world imagined by scripture. That world comes alive when scripture is read not as a record of the past but as a witness to God's work in the present.

The erstwhile sedentary Parisian theologian, Bonaventure of Bagnoregio, traveled extensively throughout Europe after his election as Minister General of the Minorite Order in 1257. In the fall of 1259 he arrived on Mount La Verna in Tuscany. As he ruminated on the stigmatized flesh of Francis of Assisi, Bonaventure composed the classical mystical text, Itinerarium mentis in Deum. Utilizing Michel de Certeau's work on prayer, travel narratives and spatial practices, this essay explores how Bonaventure rereads the story of the Poverello (...) in the Itinerarium mentis in Deum as a mystic narrative of peripatetic prayer. In a recent article, David Kyle Johnson has claimed to have provided a ‘refutation’ of skeptical theism. Johnson’s refutation raises several interesting issues. But in this note, I focus on only one—an implicit principle Johnson uses in his refutation to update probabilities after receiving new evidence. I argue that this principle is false. Consequently, Johnson’s refutation, as it currently stands, is undermined.

AS IS WELL KNOWN, Thomas Aquinas stands out from his contemporaries in his apparent willingness to defend the possibility of an eternal but created universe, although, like all orthodox Christian believers, he affirmed that the world had a temporal beginning in the light of Scriptural teaching. That Thomas (...) Aquinas defended the possibility of an eternal creation was amply demonstrated over a decade ago by Fr. John Wippel, who pointed to Aquinas's discussion of creation and endless temporal duration in the De aeternitate mundi, a work written in 12 71 or earlier.1 More recently, Professor Mark Johnson wrote an article in which he concluded that, no matter what doctrine the historical Aristotle may have held, St. Thomas consistently attributes a doctrine of creation to Aristotle.2 Most recent of all have come a pair of important studies by Wilks and Macintosh defending the coherence of Thomas's claim that the 1 John F. NOONE world could be both eternal and created, while another pair of studies by Aersten and van Veldhuijsen have begun to explore from a more historical perspective the importance of Aquinas's formulation of the doctrine of creation for understanding his thought and its distinctiveness.3 The present paper is intended not so much to challenge the conclusions of any of these admirable studies as to put their findings into a wider historical framework through which we may hope to discover what is unique in Aquinas's doctrine of creation. In reading the Scriptum super Sententias of Thomas Aquinas, one is immediately struck by the novelty of Aquinas's claim that the philosophers and thus reason itself may reach the conclusion that the world is created. Such a claim seems quite different from the account of the philosophical knowledge of creation given by several of St. Thomas's immediate predecessors and contemporaries. What, then, emboldens Aquinas to make such a claim? Is Aquinas's reading of the philosophers so original and so superior to that of his contemporaries that he is capable of seeing in the philosophers a doctrine of creation that they missed? Or does Aquinas's originality on the philosophical demonstrability of creation have more to do with a reformulation of the doctrine of creation? Or does Aquinas both have an original interpretation of the philosophers and a different understanding of the doctrine of creation? In an attempt to answer these questions, the present paper will survey early and mid-thirteenth century views on the philosophers and the doctrine of creation and compare those views to Aquinas's position in the Scriptum super Sententias. In my 2013 article ‘A Refutation of Skeptical Theism,’ I argued that observing seemingly unjustified evils always reduces the probability of God’s existence. When figuring the relevant probabilities, I used a basic probability calculus that simply distributes the probability of falsified hypotheses equally. In 2015, Timothy Perrine argued that, since Bayes Theorem doesn’t always equally distribute the probability of falsified hypotheses, my argument is undermined unless I can also show that my thesis follows on a Bayesian analysis. J. P. Moreland has recently raised a number of metaphysical objections to the theory of Emergent Individuals that is defended by Timothy O’ Connor, Jonathan Jacobs, and others. Moreland argues that only theism can provide a sufficient explanation for human consciousness, and he considers the theory of Emergent Individuals to offer a competing naturalistic explanation that must be refuted in order for his argument to be successful. Moreland focuses his objections on the account of emergence advocated by the defenders (...) of the theory, as well as what he considers to be the theory’s problematic commitment to panpsychism and the causal powers metaphysic. I respond to Moreland’s objections and argue that they are unsuccessful largely due to his misunderstanding of the theory of Emergent Individuals. (shrink)

The first topic of concern is anonymity, specifically the anonymity that is available in communications on the Internet. An earlier paper argues that anonymity in electronic communication is problematic because: it makes law enforcement difficult ; it frees individuals to behave in socially undesirable and harmful ways ; it diminishes the integrity of information since one can't be sure who information is coming from, whether it has been altered on the way, etc.; and all three of the above contribute to (...) an environment of diminished trust which is not conducive to certain uses of computer communication. Counterbalancing these problems are some important benefits. Anonymity can facilitate some socially desirable and beneficial behavior. For example, it can eliminate the fear of repercussions for behavior in contexts in which repercussions would diminish the availability or reliability of information, e.g., voting, personal relationships between consenting adults, and the like. Furthermore, anonymity can be used constructively to reduce the effect of prejudices on communications. Negative aspects of anonymity all seem to point to a tension between accountability and anonymity. They suggest that accountability and anonymity are not compatible, and they even seem to suggest that since accountability is a good thing, it would be good to eliminate anonymity. In other words, the problems with anonymity suggest that individuals are more likely to behave in socially desirable ways when they are held accountable for their behavior, and they are more likely to engage in socially undesirable behavior when they are not held accountable. I am not going to take issue with the correlation between accountability and anonymity, but rather with the claim that accountability is good. To examine this problem, let's look at a continuum that stretches from total anonymity at one end, and no anonymity at all at the other end. At the opposite extreme of anonymity is a panopticon society. The panopticon is the prison environment described by Foucault in which prison cells are arranged in a large circle with the side facing the inside of the circle open to view. The guard tower is placed in the middle of the circle so that guards can see everything that goes on in every cell. In a recent article on privacy, Jeffrey Reiman, reflecting on the new intelligent highway systems, suggests that we are moving closer and closer to a panopticon society. When we contemplate all the electronic data that is now gathered about each one of us as we move through our everyday lives- intelligent highway systems, consumer transactions, traffic patterns on the internet, medical records, financial records, and so on- we see the trend that Reiman identifies. Electronic behavior is recorded and the information is retained. While actions/transactions in separate domains are not necessarily combined, it seems obvious that the potential exists for combining data into a complete portfolio of an individual's day to day life. So it would seem that as more and more activities and domains are moved into a IT-based medium, the closer we will come to a panopticon society. A panopticon society gives us the ultimate in accountability. Everything an individual does is observable and therefore available to those to whom we are accountable. Of course, in doing this, it puts us, in effect, in prison. The prison parallel is appropriate here because what anonymity allows us is freedom; prison is the ultimate in lack of freedom. In this way the arguments for a free society become arguments for anonymity. Only when individuals are free will they experiment, try new ideas, take risks, and learn by doing so. Only in an environment that tolerates making mistakes will individuals develop the active habits that are so essential for democracy. In a world without information technology, individuals have levels or degrees and various kinds of anonymity and consequently different levels and kinds of freedom. Degrees and kinds of anonymity vary with the domain: small town social life versus urban social life, voting, commercial exchanges, banking, automobile travel, airplane travel, telephone communication, education, and so on. Drawing from our experience before IT-based institutions, we might believe that what we need is varying levels or degrees and kinds of anonymity. This seems a good starting place because it suggests an attempt to re-create the mixture that we have in the physical, non-IT-based world. Nevertheless, there is a danger. If we think in terms of levels and degrees of anonymity, we may not see the forest from the trees. We may not acknowledge that in an electronic medium, levels and kinds of anonymity mean, in an important sense, no anonymity. If there are domains in which we can be anonymous but those domains are part of a global communication infrastructure in which there is no anonymity at the entry point, then it will always be possible to trace someone's identity. We delude ourselves when we think we have anonymity on-line or off-line. Rather, what we have both places is situations in which it is more and less difficult to identify individuals. We have a continuum of situations in which it is easy and difficult to link behavior to other behavior and histories of behaviors. In the physical world, we can go places and do things where others don't know us by name and have no history with us, though they see our bodies, clothes, and behavior. If we do nothing unusual, we may be forgotten. On the other hand, if we do something illegal, authorities may attempt to track us down and figure out who we are. For example, law enforcement officials, collection agencies, those who want to sue us may take an active interest in removing our anonymity, ex post facto. Think of Timothy McVeigh and Terry Nichols-the men who apparently bombed the federal building in Oklahoma City. Much of what they did, they did anonymously, but then law enforcement officials set out to find out who had done various things, e.g., rented a car, bought explosives, etc. The shrouds of anonymity under which McVeigh and Nichols had acted were slowly removed. Is this any different than behavior on the internet? Is there a significant difference in the kind or degree of anonymity we have in the physical world versus what we have in an IT-based world? The character of the trail we leave is different; in the one case, its an electronic trail; while in the other it involves human memories, photographs, and paper and ink. What law enforcement officials had to do to track down McVeigh is quite different from tracking down an electronic law breaker. Also, the cost of electronic information gathering, both in time and money, can be dramatically lower than the cost of talking to people, gathering physical evidence, and the other minutia required by traditional detective work. We should acknowledge that we do not and are never likely to have anonymity on the Internet. We would do better to think of different levels or kinds of identity. There are important moral and social issues arising as a result of these varying degrees and kinds of identity. Perhaps the most important matter is assuring that individuals are informed about the conditions in which they are interacting. Perhaps, even more important is that individuals have a choice about the conditions under which they are communicating. In the rest of this paper we explore a few examples of levels and kinds of identity that are practical on the Internet. We discuss the advantages and disadvantages that we see for these "styles" of identity for individuals, and we examine the costs and benefits of these styles for society as a whole. (shrink)

The United States, unlike all other industrialized nations, does not have a comprehensive public system for financing health care. Nevertheless, the magnitude of America's public health care financing effort is remarkable. Of the one trillion dollars the United States spent on health care in 1996, almost half, $483.1 billion, was spent by public programs. In 1995, Medicare—our social insurance program for persons over sixty-five and the long-term disabled—overed 37.5 million Americans; Medicaid—our program for indigent elderly and disabled persons and indigent (...) children and their families—covered 36.3 million. In 1996, Medicare and Medicaid spent $203.1 and $147.7 billion, respectively. The payment policies of these massive public health care programs have a profound effect on the provision of health care.Many of the recipients of Medicare and Medicaid suffer pain. In 1994, 376,200 Americans over age sixty-five died of cancer. Virtually all of these would have been Medicare recipients, and as many as 70 percent of them died in unrelieved pain. Nearly four million Americans over sixty-five endured the pain of inpatient surgery in 1995, again nearly all of whom were Medicare recipients. (shrink)

Mixed member legislative systems have proliferated in the last twenty years, and while our knowledge of the institutional impacts has grown, we have had difficulty in separating institutional and contextual (namely party) influences. Through an analysis of Taiwan before and after the implementation of a mixed member majoritarian (MMM) system, the level of contamination between tiers and variance between parties becomes clearer. Survey results show a marked shift in constituency focus for district candidates, moving from multimember to single-member districts, while (...) party list seats focus on district factors at higher rates post-reform. Variance between the two major parties further suggests differing levels of party pressure. (shrink)

This study investigated the neuromodulatory effects of transspinal stimulation on soleus H-reflex excitability and electromyographic activity during stepping in humans with and without spinal cord injury. Thirteen able-bodied adults and 5 individuals with SCI participated in the study. EMG activity from both legs was determined for steps without, during, and after a single-pulse or pulse train transspinal stimulation delivered during stepping randomly at different phases of the step cycle. The soleus H-reflex was recorded in both subject groups under control conditions (...) and following single-pulse transspinal stimulation at an individualized exactly similar positive and negative conditioning-test interval. The EMG activity was decreased in both subject groups at the steps during transspinal stimulation, while intralimb and interlimb coordination were altered only in SCI subjects. At the steps immediately after transspinal stimulation, the physiological phase-dependent EMG modulation pattern remained unaffected in able-bodied subjects. The conditioned soleus H-reflex was depressed throughout the step cycle in both subject groups. Transspinal stimulation modulated depolarization of motoneurons over multiple segments, limb coordination, and soleus H-reflex excitability during assisted stepping. The soleus H-reflex depression may be the result of complex spinal inhibitory interneuronal circuits activated by transspinal stimulation and collision between orthodromic and antidromic volleys in the peripheral mixed nerve. The soleus H-reflex depression by transspinal stimulation suggests a potential application for normalization of spinal reflex excitability after SCI. (shrink)

A large body of research links testosterone and cortisol to male-male competition. Yet, little work has explored acute steroid hormone responses to coalitional, physical competition during middle childhood. Here, we investigate testosterone, dehydroepiandrosterone, androstenedione, and cortisol release among ethnically Chinese boys in Hong Kong, aged 8–11 years, during a soccer match and an intrasquad soccer scrimmage, with 63 participants competing in both treatments. The soccer match and intrasquad soccer scrimmage represented out-group and in-group treatments, respectively. Results revealed that testosterone showed (...) no measurable change. DHEA increased during both treatments in the majority of participants and the degree of change had no relation to independent variables or covariate measures. Most boys experienced androstenedione increases during match play, but no significant differences during the intrasquad soccer scrimmage competitions. The magnitude of change differed significantly between treatments and was positively associated with age. These latter findings suggest boys’ androstenedione responses may be sensitive to competitor type. For most subjects, cortisol significantly increased during match play, decreased during the intrasquad soccer scrimmage, and differed significantly between treatments, suggesting each treatment promoted a different psychological state among competitors. Cortisol/DHEA molar ratio decreased during the intrasquad scrimmage, suggestive of a more relaxed mental state. These data shed new light on potential proximate mechanisms associated with coalitional competition among prepubescent boys, with relevance to adrenarche and life history theory. (shrink)

The outline of modern macroeconomics took shape in Britain in the early nineteenth century thanks, in part, to David Ricardo, one of the most influential economists of the time. Britain was challenged by monetary inflation, industrial unemployment and the loss of jobs abroad. Ricardo pointed the way forward. As a financier and Member of Parliament, he was well versed in politics and commercial affairs. His expertise is shown by the practicality of his proposals, including the resumption of the gold standard, (...) which was essential given the destabilizing policy of the Bank of England. Ricardo's expertise appears also in his debate with T. R. Malthus about whether an industrial economy can suffer a prolonged depression. Say's Law of Markets and the Quantity Theory of Money figure prominently in his works, but not in an extreme form. He was instead a subtle theorist, recognizing the non-neutrality of money, trade depressions and unemployment. (shrink)

The phrase military ethics is sometimes regarded as a contradiction in terms. To some, the idea of ethics seems out of touch with modern realities and sensibilities. "How can an external moral standard dictate one's actions?" some might ask. Ethics can therefore bring up memories of bygone eras that seem irrelevant. Coupled with the qualifier military, ethics can seem even more puzzling. Ethics is not merely a concern for past eras, but is increasingly relevant in an age of rapid technological (...) and societal development. From its beginning, our nation's military leaders have viewed ethics as imperative to the task of warfighting. This is a refrain echoed by contributions to this book who address a range of issues concerning political actors, technological capabilities, and societal shifts of the past and the present. And in commemorating the centenary of World War I, it is appropriate to consider the ethics of warfare. This book helpfully relates lessons from the past to the major ethical issues of modern warfare. By providing diverse reflections on the history of military ethics and challenges of contemporary and future warfare, this book serves as a repository of meaningful material for a new generation of warfighters to develop their own faculties of ethical judgment.
